Best Wildlife Lens

Assuming:

1) I'm hooked on wildlife photography (especially birds)

2) Am willing to find a way to afford ~$12000 on lens & TC (single w/ no wife or kids, with full-time JOB)

3) Plan to shoot mostly handheld

which is the best lens? I currently own a Canon 70D and 6D. Don't plan to replace these until they wear out. I currently own the Canon EF 400 mm F/5.6L USM.

I'm assuming the EF 500 mm F/4 II is the right answer, but I want to be sure.

I want to set my target and then create & set plan to afford lens in motion.
