Iso confusion low setting vs native setting?

I was at Costco today and I read an article from Nikon photography megazine. In the article one of the author explaining using low iso setting produced grainy picture than native setting which  iso 200 for d300s.  If it true than I have two questions. Why have it and when do one use it. I post in this forum because I also have a d3s. Thank you for your time๐Ÿ˜‘๐Ÿ˜‘
