Flash lighting kits - how much is enough power?

Hope this is in the right thread.
I'm in the market for a home lighting kit for pictures of my kid, and general family shots 2 - 3 people, and some freeze motion suits, eg water droplets (just for fun).
I have a budget of $250 and also expect some umbrellas/soft box and muslin back drop. There are heaps on ebay in that price range, though flashes are only 180w(most include 3 of these flashes) . I understand they are not too powerful, but wonder if they're enough to shoot at 1/1000 at f8 - f16.im would be in a small room. So flashes won't be too far, maybe 3 meters max.

Any tips guys? Am I dreaming to get something 1/2 decent for that price?
