Foveon has always had the ability, called VPS - simple averaging done right there on the chip:

I think VPS was aimed at video applications, rather than still pictures.

Sigma cameras allow different image dimensions via different raw file sizes, through the selection of HI, MED or LO resolution on-camera.

However, I do find that re-sampling HI images downwards provides a slightly superior image quality due to the more sophisticated algorithms available, e.g. Lanczos beats simple linear (averaging).
