Lens hoods protect better, but having a clear protective filter may work well in conjunction with a lens hood.

I have clear filters on all of my lenses when they are not being used. I remove the protective filters when I am using the lens. Sometimes lens caps can come loose in the camera bag and scratch the front element. A protective filter helps prevent that. A protective filter is also useful when setting up a shot in heavy mist. Get it framed and all set up, then remove the filter for the final shot.

I have noticed that a good lens hood can keep rain off the front element really well.

I also use a dummy Lee 4x6 magenta grad filter I got or cheap to put over the front of the lens when I don't want to take the whole filter system off. Works well for putting the camera into the bag for short periods and changing locations, without taking apart the Lee filter system and putting it away.
