Trouble with smaller prints

I am using an epson 3880 and it prints larger photos amazingly well, however, when i shrink down photos to 4x6 or 5x7 the quality is lacking. Portraits are especially noticeable, the faces are heavily pixilated. I have resampled (changng the PPI), changed the image size in photoshop and cropped to fit at the printer setup stage. Still the photos come out looking worse than a simple picturemate 4x6. I have to figure it is something I am doing wrong. It's not a moire effect that I am seeing, but it would be nicer to have the pixels on the skin smoother. I don't think its an over sharpening problem, because at full size the images look near perfect. I thought it would be easier to go from larger to smaller! Any thoughts?

Most of my photos are in PhotoRGB color space and 16 bit RAW (22MP) and I am using PS6.
