Perhaps they use a flawed method of measurement?

People often quote resolution values based on test charts where the capture is clearly aliased.  IMO, real resolution only occurs at frequencies where the converging lines look consistent.  At a frequency where things are getting "ropey" as you call it, it is no longer resolution which is occurring, but distortion.
