The President is a CEO, the Congress is a Board of Directors. All have fiduciary duties to the shareholders to sustain the company and ensure its survival. CEO alone is not able to manage the company especially when the Board won’t approve the budget and won’t authorize any new policies. The company that is run this way will fail and blame lays with everyone. Board members are a part of the management, not a bunch of outsiders
