The Japanese also have a long history of making groveling apologies (at least to superiors and to the public) when they get busted and there's no other way out. Take a look at politicians and TEPCO executives after Fukushima. Those apologies may not be sincere or express true contrition, but the form is there. Nikon, on the other hand, won't even acknowledge the problems with their cameras.

Also, the bulk of their sales is still in Western countries, where the norms of behavior are somewhat different. In that case, it's incumbent on THEM to be culturally aware and keep the customers happy.
