manipulated bird photos

Was reading bythom.com the other day:

"I knew that the minute we moved my vehicle there was a high likelihood that one or more would take off. So after making sure everyone was ready I asked my driver to move ..."

In my opinion, this is a manipulated shot if you're deliberately taking action to get animals to move. It lessens the value of a photo since the photo is no longer natural action.
