Is a voltage regulator/stabilizer usefull and efficient ?

Hi ! I recently moved from Switzerland to Brazil, and brought my desktop PC, 2 laptops, 1 printer, 2 monitors, 1 scanner, etc..... with me ! I soon noted that (although both places use 220 Volts), there is a lot of ups and downs in the power, and the fuses have a tendancy to blow up regularly !

Someone told me to use a voltage regulator of at least 1200 VA, so this would protect not only my computer and stuff, but also reduce thevrisks to blow the fuses in the appartment..... As I just don't know anything about electricity, I thought of asking for some help and advices here !
