How to triangulate the maximum image quality poll

The aim is to create image of best possible technial quality with a selected depth of field and focus point, thus the aperture has been already set. Our job is to set the shutter speed and the ISO for a typical camera - maybe a Canon or Panasonic, but if you prefer some other brand, you are free to use it as well.

The limits for the shutter speed and ISO parameters are one which will not over-expose the image (make the highlights featureless).

How do we get the best possible image quality of these four options:

First set the minimum ISO possible, and then the minimum shutter speed.
