Bob, if you have Picasa 3, locate your file in Picasa and double-click to play it. If Picasa will play the video, you can take a screen capture.  In the left-hand panel there are 3 options (Upload to Youtube / Take snapshot / Export clip).  You need to take snapshot.

Press the Play/Pause button to move along your video to select where you want to take the shot.  Remember that if a video is taken at say 30fps, then each frame is equivalent to a 30th/sec which is not enough to get a crisp shot where movement is involved.  You can use the mouse to grab the little black playing head and drag it along till you find a good spot to take your screen capture from.

Click on Take Snapshot.  Picasa creates a folder called Captured Videos.  Mine defaults to C/My Pictures/Picasa/Captured Videos.  You will find you captured frame there.  Good luck!
