What makes a lens 'macro'?

Okay, I'm sure this is a really dumb question, sorry in advance, but I've never shot macro images.

I thought a 'macro' lens would allow a closer focusing distance. But, I have the Minolta 24-85 RS that is a 'macro' lens (I believe) and it doesn't focus any closer than my Sony 16-80 Z lens. So, I'm confused.

I'm going to Old Car City (car bone yard north of Atlanta) next month for a vacation day and that has prompted my inquiry. I may need, or want to take, a macro lens for some close up shots.
