Surprisingly I didn't use any noise reduction - a lot of my photos as you know are either against the light with subjects in silhouette or with very high contrast - so I discovered Curves - I only use a very old version of Ulead PhotoImpact 8 (free with Personal Computer World - UK mag - Dec/2004!) or in this case for quick edits I use FastStone PhotoViewer - but almost any curves (or Tone map) would do I simply try pulling up the shadow (about 1/8-1/4 way up the diagonal)

Notice unless very drastic - contrast is preserved, in pegging the white and black points.

Then finish with fine tuning with brightness/contrast.
