F/4 70-200 and F2.8 II IS are similar, not different

I may be mistaken, but I believe you are wrong on this. The IS on both the version II of the 2.8 and on the f/4 both offer a claimed 4 stops of image stabilization. That puts them both among the later generations of IS on Canon lenses. They both also feature a setting for panning image stabilization. The only Canon lens I know of that has a more advance IS implementation is the 100L f/2.8 IS Macro.
