Rail is a major up-front investment, but it has a very long lifespan to pay it back, and trains can be upgraded continuously during that period.

Indeed, that is one of the issues, and I should imagine there would be a lot of safety concerns travelling at such high velocity, not to mention maintenance costs and ease of maintenance on the tube itself - should a car fail part way down the tube, how easy would it be to get to? I should imagine it would, as the maglev trains do, start at a slow speed then build gradually, to ensure no sharp Gs are pulled etc.

I don't think the idea is new - if memory serves me correctly, there was/is a plan to build a similar tube to cross between continents, under the ocean. I'll see if I can find out where I saw that story.
