File size after resizing a photo

File size after resizing a photo

Alright, here is something I don't understand and I am not sure if they is exactly the correct forum. The picture sizes I normally take are around 10mb so I have a program to resize them to around 4mb to make them easier to email. I edited a picture for someone and the original file was 11.6mb 3218x4505 pixels. When I re-sized it the new file is 2.88mb 5084x7117 pixels. I thought the pixel count would go down because I am making the file smaller, what am I missing?

Also in photoshop I am able to increase the resolution of the picture which just increases the size of the picture. I thought the camera took a picture at max resolution, how does increasing it in photoshop affect the picture besides making the file size bigger?
