Maybe, but let's look at it another way. The 7D is 74mm deep and has a mass of 820g (according to B&H. The 400/5.6 is 256mm long and 1,250g. So, assuming the centre of mass of each item is 1/2 way along, that combination would balance at 137mm from the back of the camera.

The 60D is 78mm and 755g, so that combination would balance 143mm from the back of the camera. That combined mass at that distance does exert a tiny bit more torque that the 7D + 400/5.6 combination.

So does the 65 extra grammes of the 7D, +3%, matter more than a 6mm shift in centre of mass with the 60D, +1.5% torque?

I don't think that matters at all in the real world compared to the difference between the grips of the two cameras. IOW, I bet it's all down to how the cameras feel in the right hand.
