They could have and should have let the owner loose to deal with the dog. It's not as if they busted him for a crime.

Actually, the dog owner was arrested for obstruction of justice. The police were involved into a tense standoff with an armed robber and some victims inside the building.

The dog owner pulled up with his windows open and loud music blasting from his stereo. When asked to turn it down (the cops needed to hear what was happening inside the building), he cursed (it's my f... stereo), got out from the vehicle and proceeded to film the officers - without shutting off the music.

The man has a history of run-ins with police.

The dog died for an offence of having an irresponsible owner.

Chato already ruled on this and decided the guy was perfectly within his rights to be pacing about like that, "challenging" the officers. You know, that's just what cops need is some worthless cretin fvkc to make their jobs more challenging.
