If you can't go all in at once, which way do you go?

How would you spend a limited amount of money over a period of time?

A) buy the best body you can with a kit lens and then over time add good lenses that show off the best of your camera body over a period of years.
or

B) buy the best lenses you can, sticking them on a cheaper body, knowing that when you do eventually have the good glass you want, whatever the current best body is will be within your grasp and once you get it you'll be able to shoot with it fully dressed, so to speak.
Thoughts or experiences wrestling with this question?
