This is exactly the case, and it is the problem with the Foveon sensor. Colour vision is a defined by a set of three stimuli, and to produce the correct stimuli the filter characteristics have to match the response of the three colour receptors in the eye. The Foveon ones don't, hence the poor metamerism characteristics.
