They do not care about differences or detail, they only ask "do I like the picture?" If the answer is "yes," the whole frame might be mush only - they would still say that it is good if the content is interesting and emotionally powerful.
However, the content and the technical quality of an image are two entirely different aspects, and there never was a situation where a brilliant content did not benefit from an equally brilliant technical presentation.

Everything matters - but the relative weights of the elements depend on the subject matter.
