Go with a UWA lens or 17-40L?

Hi, so I have some money to blow on some nice new lenses to replace the kits. I find myself doing a lot of landscape pictures, really looking for and want the ultra wide range, to get past that 18mm. But I also want a nice walk around lens. I have $1000 to drop, but would like to keep it around $800 if possible. So my question/predicament is; Should I buy an UWA lens such as the Sigma 10-20 for around $300 and have $600-700 leftover for something else, or Tokina 11-16 and have some $400-500 leftover OR go ahead and invest in the 17-40mm f4L lens and have $400-500 leftover. (which will be great for when I upgrade to FF, which could be next year or 10 years idk). If it helps, I'm very mixed; I like to experiment with different types of photography, but I think landscape/portraits are mainly my thing. Thanks!

And I am shooting on a 1.6 crop. Canon T3i.
