Licensing is done only to protect the public, not the profession.  This is why doctors even barbers are licensed because they can do harm to those they do work for.  You'd  have a tough time convincing legislators (it's a State issue in the USA) that they need to also license photographers.

And you'd likely also only have to pass a test once to get a license then just pay a renewal fee.  And passing a license test doesn't mean you can do the work well without error, just know enough to pass the test.
