With a focus distance of 3-4 feet on the child there is not a wide enough zone of sharpness to get distant buildings a mile or more distance acceptably sharp at the same time as the child, even at 16mm f8.

Based on this image there is nothing to suggest there is anything wrong with your lens.

Many problems turn out to be a lack of intimate knowledge of complex modern camera equipment.

The buildings in the corners are way softer than the buildings in the center of the frame. I guess you missed that part in the OP.
