Am I making a good choice for a new computer with these specs?

I'm an amateur with photography and computers; so, I need a some advice.
I have a Nikon D800 that is working fine with my current computer when using NX2 and LR4.

My current computer specs are:

Windows Vista Home Premium 64 bit

Intel Core 2 Quad Processor Q9550 (I think it runs around 2.4GHz)

8GB DDR2-800 MHz Dual Channel SDram4 x 2048

I am trying out Corel Paint Shop Pro x5 which operates on 32bits (whatever that means). Some of the saves and copies / pastes are a little time consuming on my current computer.  It's a little anoying since everything on LR4 and NX2 is pretty instantaneous.

HERE's THE QUESTION: If I buy a new computer with the following stats, how much of a change will I notice when running the  PSP5 program? I've read somewhere that since the PSP5 program is 32 bit and  because my new system will be 64 bit, there may not be much improvement.  I think it has something to do with how much RAM the 32bit program can actually use.
