While browsing my local Goodwill store a couple of years ago, I stumbled upon an older (circa 2002) Wacom Graphire2, which I picked up to $3 - yupp - three bucks ! All the equipment was included, including manual and pen, and it worked, so I quickly got it to see if I would be able to learn how to use it, and would it be a benefit to me.

So, a few months later, I found an Intuos3 on Craigslist, including the pen, for $40 and upgraded.

I think for my usage (moderate) a new Wacom would be overkill for the price, but if you can find an older one, give it a try. There is a learning curve, but I don't use it for all my functions as some do. The pen, BTW, for the Intuos3 are on eBay for $80, so the forty dollar set was a good buy for me.

Good Luck, and give it a try.
