Export doesn't move your photos. It makes a new copy with your adjustments. That's why your library didn't get any smaller.  You also have the choice of exporting your original images.  Faster, no conversion, but you lose any adjustments you made.  It is still a copy, not a move.

It sounds to me like you never understood the difference between managed and referenced masters/originals. If you did hod not have wondered about missing images. You also could have converted your managed images to referenced to move (not copy) the images from the Aperture library.
