I would think if you want to take pictures of moving children indoors, you will want to use a flash.   You can bump up the iso, set a shutter speed of fast enough for them not to show movement, and that depends on how fast they are moving.  Shutter speed may need to be 1/125.  If ISO is too high or the aperture has too shallow depth of field a flash will give you better shots.
