I whole heartedly agree - Yellowstone is for wildlife and thermal features, and Jackson Hole is for wildlife and scenery.  The main exceptions for scenery in Yellowstone are the Lamar Valley, the canyon, and the waterfalls.

One reason to check on what's affected by the budget cuts: I didn't recommend Schwabacher's Landing, an excellent location for both early morning and late afternoon, because it's closed. The park won't be maintaining the road and won't be putting the Port-a-potties down there, so you can't get there by car. I don't know if they'd allow walking in, but that would be a significant hike and time consuming.
