IBIS vs Tripod?

Are there circumstances under which IBIS does as well as a tripod? Or, given a choice, should one always use a tripod? (I'm not talking about street photography, or places where tripods are forbidden).
I imagine the relevant variables would include shutter speed, and distance to the target (the further away, the more blur is introduced into the image by the same absolute degree of camera movement).  I am guessing that within a certain range, one's as good as the other. But what's the range? (I know: It also depends on how steady the shooter's hands are. But I'm talking "on average").
I'm especially interested in how this question plays out with the Oly 5-axis IBIS on the EM5.
