Is it OK to "steal" pictures for school reports, etc?

http://commons.wikimedia.org  is a great source of photos you can freely use for school projects

If you are a non-commercial photographer and have photos thet would be useful for educational purposes, illustrating Wikipedia articles, etc - it is also a good place to contribute them.

This is an excellent suggestion.  It turns out you can search, in addition to wikimedia, many other sites for materials with creative commons licensing at http://search.creativecommons.org/

You second suggestion is also an excellent one.
