I have owned both the 2.8 IS version I and the f/4 IS. There is no comparison between the lenses optically in my experience. The 2.8 IS version I is low in contrast, flat in color, and not very sharp wide open. The f/4 IS is one of the best lenses optically that Canon makes. Excellent color, contrast, and sharpness. The f4 IS is as good as the 2.8 version II but lighter and a stop slower. I don't think you should hesitate over the choice between the f/4 IS and the version I 2.8 IS.
