For your D600 I would consider these:

WA ==> Sigma 35mm f/1.4 DG HSM

UWA ==> Nikkor 16-35mm f/4 VR

The 16-35 is stretching your budget by a couple of hundred dollars, but you might find one used.

The downside is that the 16-35 is not a fast lens (f/4), but the VR helps compensate and landscape generally is shot stopped down to f/8 or f/9 to get maximum depth of field.

There is the new NIKKOR 18-35mm f/3.5-4.5G ED, which is supposed to be sharp and cheaper than the 16-35mm.

Finally, the Tokina AT-X 16-28mm f/2.8 Pro FX is $700 after rebate.  This is a fast and excellent lens.  It is a little heavy and does not take filters, but a bargain for its price.

As for the tripod, do surgeons wear gloves?  Yes, a tripod is almost essential for night shots unless the ambient light is enough.  VR helps, but nothing beats a tripod.  A monopod might be a good compromise.

It just depends how much of the resolving power you want to extract from your D600.  To get the best requires tripods, careful technique, and good lenses.

Since more than likely I would be using a tripod & would not have the VR turned on....wouldn't it be better value to get the NIKKOR 18-35mm f/3.5-4.5G ED that doesn't have VR?
