Having a wide aperture has a big impact on the lens size. Also having IS makes the size of the lens bigger. I believe that a f1.8 lens with IS would be huge, and not very energy efficient. The IS system is actually a servo motor that moves some pieces of glass inside the lens. The bigger the aperture - the bigger the glass - the bigger and more powerfull the motor has to be. I believe there is a reason why all IS lens stop at f2.8. Having such a powerfull motor to move a big piece of glass will also drain your camea battery very fast.
