It doesn't say it has to take 8.6 fps though for any length of time.  I haven't measured fps, but if it takes 4 frames in about 0.5 seconds it is meeting the spec.

Honestly I think the thing just needs a larger buffer at this point, but maybe there is some software bug too.  I don't think Samsung gives a spec for how long it has to take 8.6 fps? I.e. how many RAW files?  I know JPEG it maintains it for a second or two, and still fast after that.
