That's a big statement.  I didn't say I need it in a 24-70 f/2.8, I only expressed a view about why it hasn't been done.  That said, I do a lot of my shooting in very low light and no-one nails every shot at low shutter speeds, no matter how good you are.  VR increases the strike rate and reduces the risk that the "money shot" was the only one where you didn't quite hold it still.  You'd be hard pressed to need it at the 24 end, but there are occasional times at the 70 end when it would be useful.  It's very useful on the 70-200 f/2.8, esp at the 200 end in very low light.
