The effect is normally minor.  To archive the proper results, the control system for OSS has to be on the verge of being unstable.  This means that even when the camera is perfectly still, that the OSS element will still be vibrating slightly, and that will cause a slight image degradation.  When hand held, the camera shake is greater and the OSS system actually improves on what you would normally get.
