Couldn't agree with you more John - it's unrealistic to expect a post processig tool to magically "create" an effect if the underlying, straight of camera shot isn't set up right.  But that was part of my question - was wondering if this kind of shot is simply a matter of shooting into the sun (thereby reducing contrast big time) and applying post processing actions to get the finished product.  And I now realize that yes, Lightroom DOES have layers (shows you how much I use them - zero!)

Daniel - I'm not familiar with VSCO; just sat thru a quick web demo on their site, very impressive!
