Which is correct - though there are exceptions. But when this applies, the pre-flash metering involved is reflected light metering. So just as you would apply EC to an in-cam ambient reflected light meter reading, you should expect to apply FEC depending on the tone & reflectivity of the flash lit scene.

That certainly applies when your flash metering algorithm is set to Average for flash (flash menu - not the top-plate button!) - slightly less so with Evaluative for flash set.

Also your preference may be for fuller flash exposures, so your baseline FEC may be say +2/3 stop as a starting position.

Finally ETTL II is still evolving - a lot of people feel that the 5DII is not its best incarnation - ETTL II improved a little with the later higher metering segment no. bodies - 7D & later. Good luck
