Why is an articulating screen considered a "noob" feature?

Just curious as to why articulating screens are disdained by some people? They are often castigated as something only an amateur or video shooter would enjoy.

Meanwhile, I can see value in being able to shoot at odd angles with an articulating screen, even for stills. What are the downsides? Cost? Strength? Weather-sealing?
