Why not use actions?

All adjustment layers (gradients, curves, levels, etc.) can easily be made into actions, or even presets.

Some pixel layers like watermarks might be recordable as actions, others could be stored in a master document somewhere. An action can open that document, select the desired layer, copy it, close the document, and paste it into the current document. One or two clicks.

Time Stamps? Yes, you could save one in a master document, but then when you copy it to the current document you would get the old time!
