You are welcome to do whatever works for you, but...if you are shooting raw and using Camera Raw or Lightroom, your best bet for optimal image quality is to do both sharpening and noise reduction at the raw processing stage.

Yes, clearly you'll need to do a second round of output sharpening once you have you image at the final size/resolution and you may indeed want to do creative sharpening in between the original capture sharpening and the final output sharpening.
