With perhaps a few isolated exceptions, the public in general was not clamoring for a new OS.  I don't know a single person who was so unhappy with W7 that they couldn't wait for W8 to come out.

Windows 8 wasn't needed for the desktop, it was needed for the mobile market.   You may argue that the two platforms should have different OS's, and that may be fair enough.  But the real problem with Windows 8 isn't that it's a bad PC OS, its just Microsoft's insane idea that desktop users need to be force-fed a mobile interface.   If they had just let the OS default to "desktop" mode on devices without a touch screen (and also leave the existing desktop-UI-based control apps in place) then none of the desktop users would have any issues with it.   And it would be much, much harder for anyone to claim that it's "killing" PC sales.
