Lets try this thought experiment.

DXO's low-light score  is the highest ISO a camera can reach while maintaining 18 bit colour depth, 30db SNR, and 9 stop of DR.

LX7 scores 147, and D3s scores 3253.  These are the highest iso these two cameras can maintain above standard of image quality. D3s can maintain that standard at an iso level 22 times higher.

Now lets consider a scene where with LX7, we need to shoot at 24mm (4.7mm actual FL), F1.4, 1/50s, ISO 147. If we use D3s and 24mm F1.4 at at F1.4 1/50s, Its ISO will also be 147.

We can also shoot the D3s at 1/1000s iso 3200. the resulting image is as good as LX7's.

Since we are shooting one at 1/50s and another at 1/1000, it is pretty clear that these F1.4 lenses did not result in the same speed.
