Start with a beter lens.  The Nikon 24-85mm f/F3.5-4.5G VR which you can read here http://slrgear.com/reviews/showproduct.php/product/1526/cat/13 would be a better lens for the D7100 than the 18-300.  If you want something a little wider, then the Nikon 16-85mm f/3.5-5.6G ED VR DX AF-S  http://slrgear.com/reviews/showproduct.php/product/1177/cat/13  might suit you     Then look for a nice longer lens like a 70-200.  Keeping the zoome range to 2x or 3x will give you much better looking pictures.

The big advantages of full frame are higher ISO and shallower depth of field.  If you want to go to full frame, I would keep the D7100 and invest in lenses to use on your next camera.  Just one high quality lens (Nikon 24-70mm f/2.8G ED AF-S ) and a D800E will cost you almost as muh as a D4 body.   Perfect your craft, and wait for prices to come down, and invest in quality glass.

If you want something for gunning it, then you might want to look at the A77 from Sony.  Right now the body is aroud a thousand dollars.  It is said to shoot at 12 FPS.  If you look at the DPReview resolution pages for the D7100 and the A77, you will see that it out resolves the D7100.  The A77 does have a fixed mirror that needs to be kept clean and an EVF.  So, you might not like that.
