I do agree. In AF-C single point focus mode - focus priority, the camera use the same points of 9-point selection (9 or less) to achieve focus, but doesn't fire unless it finds a suitable focus target under the chosen focus point.

In AF-S mode, only the chosen point is used to achieve focus.

It's logical for me and works fine, with moving target is very difficult to stay firmly over a point with enough contrast for AF.
