Yes you can use a single device to support backup for all machines

Due to the way Time machine/Capsule works it needs to be a separate *special* share (AFP), the windows backup can be done to SMB or iSCSI.

You need a NAS such as one from QNAP that actually supports "Time Machine Backup" or use some open source software such as FreeNAS to turn a spare PC into a TimeCapsule, with SMB shares for PCs.

If you read the link carefully however you will realise that Apple only officially supports network backup to either Time Capsule or another Mac running MacOSX.

So an option would be a MacMini with the MacOSX server installed. That could serve as both Time Machine backup and also serve Windows clients.
