Yes you can use a single device to support backup for all machines

Due to the way Time machine/Capsule works it needs to be a separate *special* share (AFP), the windows backup can be done to SMB or iSCSI.

You need a NAS such as one from QNAP that actually supports "Time Machine Backup" or use some open source software such as FreeNAS to turn a spare PC into a TimeCapsule, with SMB shares for PCs.

If you read the link http://support.apple.com/kb/PH11171 carefully however you will realise that Apple only officially supports network backup to either Time Capsule or another Mac running MacOSX.

So an option would be a MacMini with the MacOSX server installed. That could serve as both Time Machine backup and also serve Windows clients.
