Well - I'd disagree. If You care only about f-stop then it doesn't change no matter what sensor size is and a lot of people don't care about DOF. Sensors are not linear and just because mathematically it may be right it doesn't mean in reality it will be true as well. Things get even more complicated when You talk about APSC because in most cases there's pretty poor choice of APSC specific lenses - in most of cases one has to pick FF lenses anyway and then such lens becomes, automagically, slower
